Mr. Tembur holds a BSc. in Agriculture and a MSc. in Entrepreneurship with a public service experience of over 30 years, having joined the National Youth Service in 1991 as a Training Officer Cadet. Before his appointment to the position of Commandant General)/ CEO in acting capacity in April 2023, Mr. Tembur held the post of Deputy Director-General (Now Deputy Commandant General), Corporate Services for close to four (4) year.

Mr. Tembur is credited for having headed teams that undertook notable assignments including: the fabrication and installation of clinics in informal settlements under the Youth Empowerment Programme (YEP); rehabilitation of dykes to control floods in Budalangi; and the formulation of the inaugural NYS Strategic Plan (2019- 2024).
